Which Clemmons Records Are Open
Clemmons public records are organized by the agency that made or received them. A record can be open yet absent from the web, indexed without an image, or available as an ordinary copy while certification is limited. The table gives the first custodian, the strongest online route, and the next channel when a screen does not provide the full file.
| Clemmons record | Keeper | Online route | Ways to obtain it |
|---|---|---|---|
| Deeds, plats, trusts, liens | Forsyth Register of Deeds | Free land and miscellaneous index; real-estate images | Web, counter, mail, or e-file |
| Civil, criminal, estate, divorce | Forsyth Clerk of Superior Court | NC eCourts Portal; historic depth not verified | Web summary, clerk terminal, paper file, or copy request |
| Owner, parcel, tax, sales | Forsyth Tax Administration | Property portal, parcel viewer, and sales map | Free web inspection, phone, or counter |
| Birth, death, marriage | Register of Deeds or NC Vital Records | Index data, not county certificate images | Unofficial or eligible certified copy by accepted channel |
| Council, planning, municipal files | Village Clerk | Agendas, notices, and request form | Web form, email, fax, mail, inspection, or copies |
| Jail and correctional status | Forsyth Sheriff or NC DAC | Separate county and state searches | Portal, report counter, or status notification |
North Carolina open-records law starts from broad access, but other statutes control protected details. Sealed and expunged cases, juvenile and adoption material, confidential election identifiers, DMV personal data, restricted military discharges, and protected addresses are not ordinary open-record products. Redaction may remove a closed field while leaving the rest available.
Note: Open status, online access, image access, and certified-copy rights are four different questions for a requester.
Clemmons Records Follow Forsyth Geography
The Village is not the county seat. The main deed, tax, and court counters are in Winston-Salem, about ten miles northeast of Clemmons. Village Hall handles council minutes, planning and zoning cases, municipal finance, contracts, correspondence, and the local portion of permit work. Building and inspection files route to Winston-Salem/Forsyth, while Clemmons keeps stormwater, sign, and driveway permit material.
This division reflects creation, not merely the mailing address on a file. A Clemmons street or ZIP code does not make the Village the holder of a deed, assessment, trial-court case, or jail record. Countywide files lead to Forsyth. Statewide custody, vital events outside Forsyth, business entities, and occupational licenses lead to the responsible North Carolina agency.
Searching Forsyth Recorded Records
The Forsyth County Register of Deeds provides free searches of land, miscellaneous-document, and vital indexes. Actual real-estate images can be viewed online, but a birth, death, or marriage match returns index data rather than a certificate image. Some instruments date to county formation in 1849. The Register also states that Forsyth documents were not officially recorded until 1913, so those two official facts should not be flattened into a claim that one continuous online series begins in 1849.
For deeds and trusts, search both legal party roles when the interface permits. A grantor transfers an interest; a grantee receives it. Name variants and a wider date range can catch spelling or punctuation differences. The exact downstream vendor fields and a stable sample result were not verified during research. If the interface does not load, use the counter at 201 North Chestnut Street or call 336-703-2700. Mail requests need exact accepted payment and a self-addressed stamped envelope.
- Index
- A finding list that points to a recorded item. It may not contain the document image.
- Image
- A scan of the recorded instrument, available online for many real-estate records.
- Certified copy
- A copy authenticated by the custodian for a formal use.
- Custodian
- The office responsible for keeping and providing a government record.
- Exemption
- A law that closes a record or field that would otherwise fall within the access rule.
Clemmons Property Records Use Three Channels
Forsyth Tax Administration maintains the assessment roll, owner and parcel data, bills, record cards, foreclosure listings, and map archives. The Forsyth Tax Property Portal is the current search and map entry. The county parcel viewer adds parcel geometry and a record-card link, while its sales application maps residential and commercial transfers from January 1, 2021 and updates weekly. Live portal fields were not stable enough to document field by field, so no unsupported result inventory is assumed.
A PIN, the parcel identification number, links the tax card, map, sales entry, foreclosure row, plat, and deed reference. Ownership on the tax roll is an annual January 1 snapshot. It does not prove who now occupies the site, and an owner mailing address may differ from the situs, or physical, address. Free web tools are backed by phone and counter help at 336-703-2300.
Online gap. Some sanitation liens do not appear in the bill search. A blank result is a reason to call Tax Administration, not proof that no lien exists.
Clemmons Court Records Beyond eCourts
Clemmons has no municipal court. Forsyth County is in Judicial District 31, and the Clerk of Superior Court keeps civil, criminal, estate, will, divorce, foreclosure, judgment, guardianship, and special-proceeding files. Anonymous users can search the NC eCourts Portal. Creating an account saves cases through “My Cases,” but it does not reveal material that anonymous access withholds.
Smart Search accepts a party, business, attorney, nickname, or case number. The official training materials describe these useful controls:
| Search control | Entry or option | How it narrows the record |
|---|---|---|
| Party name | Last name and first name | Wildcard allowed after three last-name and one first-name character |
| Date of birth | Optional date | Refines party matches |
| Case number | At least four characters plus wildcard | Uses year, case type, sequence, and county format |
| Advanced filters | Type, status, location, filing range | Reduces broad result sets |
| Hearings | Party, case, attorney, judge, courtroom | Finds scheduled court activity |
| Judgments | Party or case with filters | Finds indexed judgment status and comments |
A portal summary can show parties, events, dispositions, hearings, and financial data when applicable. It is not the entire file. Clerk self-service terminals also search criminal matters by defendant, victim, or witness and expose civil, estate, and special-proceeding information. Paper files must be viewed in the county where filed. Case copies come from the local clerk, not the statewide Judicial Branch administrative-record form.
Clemmons Vital Records Come Three Ways
A Forsyth birth, death, or marriage can yield three distinct products. The free index establishes that an entry exists. Anyone may request a $0.50 unofficial copy from the county. A $10 certified copy is limited by N.C.G.S. §130A-93 to the subject, listed relatives, a person determining property rights, or an authorized agent or legal representative. North Carolina does not use a simple blanket rule that closes every vital record for one hundred years.
Walk-in requests can be completed the same day. Mail takes about two to three business days and requires the application, identification, exact approved payment, and a self-addressed stamped envelope. The online Permitium option costs $15.11 and may take up to 45 days. Fax, email, phone, personal checks, and mailed cash are not accepted. NC Vital Records handles statewide and special cases; the Clerk provides the actual divorce judgment.
Each request needs the event name and date plus parents or spouses as the record type requires. Certified applicants also provide their relationship, signature, address, and accepted identification. County instructions say to disclose double surnames, punctuation, unusual spelling, and legal name changes because a failed repeat search may carry a fee.
Note: Call the Register of Deeds before relying on conflicting county instructions for adopted certificates finalized before the 2026 local change.
Clemmons Public Records Offices and Counters
The three county counters below hold the heaviest Clemmons record sets. Published hours differ at the courthouse, where public offices are listed from 8:30 a.m. to 5 p.m. while building hours are 8 a.m. to 5 p.m. Confirm access before travel, especially when a paper file must be pulled or a certified product is needed.

Village-created material stays closer to home. Clemmons Village Hall is at 3715 Clemmons Road, 336-766-7511, and is open Monday through Friday from 8 a.m. to 5 p.m. The Village Clerk accepts requests online, by email, fax, mail, or in person.
Clemmons Municipal Records Request Form
The Village form asks for the requester’s name, postal address, phone, email, preferred contact method, and a description of the record. It lets the requester choose copies or inspection. A useful description includes the date range, department, and document title. Internal fields track assignment, location, legal or manager review, result, reason, dates, copy count, and fee.
The official Clemmons records request form shows both the public fields and the copy-fee acknowledgment.
The captured form makes a key choice clear: inspection can satisfy a request without purchasing paper copies. It also records the municipal workflow. Staff must alert the clerk by day five if material cannot be available within five working days, but that is an internal checkpoint rather than a statewide five-day deadline.
Requesting Clemmons Public Records
Chapter 132 permits any person to inspect government material at reasonable times and under reasonable supervision. There is no state-residency rule, general purpose test, or universal response period. Access must be provided as promptly as possible. A custodian need not create a record or new analysis, but should separate confidential fields and release the rest when feasible.
- Name the custodian. Route Village business to the clerk, county land and vital material to the Register, cases to the court clerk, and assessments to Tax Administration.
- Test the existing access channel. An online index, clerk terminal, or free inspection may answer the question without a custom copy task.
- Describe an existing record. Give the subject, date range, department, title, case number, instrument reference, or PIN that can identify it.
- Choose format and copy type. Ask for a native electronic record when available and state whether a plain copy or certification is actually needed.
- Review cost and response. Narrow extensive work after an estimate. Keep any denial and its cited legal basis for clarification, mediation where available, or enforcement under N.C.G.S. §132-9.
Ordinary uncertified copies are limited to actual direct reproduction cost under §132-6.2. A reasonable special service charge can cover extensive technology or clerical and supervisory work, but the custodian must base it on actual resources and give the requester a chance to narrow the scope. Rolling production can be proper for a large request.
Lawful use. Open access is not permission to stalk, harass, threaten, or defeat an address-protection program. Use Clemmons records for lawful personal research and verify material with its custodian.
Comparing Clemmons Records Fees
Copy cost depends on the product, not merely the subject. The Village charges $0.10 for a single-sided letter page, $0.20 for double-sided material, and $5 to $7 for rolled plans. At the Register, an uncertified deed page costs $0.25. Certification costs $5 for the first page and $2 for each added page. Card payments add 3 percent or a $1 minimum.
Recording fees are separate from copy fees. A standard instrument costs $26 for the first 15 pages and $4 for each added page; a deed of trust or mortgage costs $64 for the first 35 pages and then $4 per page. A plat is $21 per sheet, and a nonstandard document has a $25 surcharge. Court case-copy prices were not verified, so the clerk should quote the needed paper or certification.
Vital products show why the request type matters: an unofficial county copy is $0.50, a local certified copy is $10, and an online certified order is $15.11. Inspection or an ordinary image may be enough for family history or property research. Certification should be ordered when the receiving body calls for it.
Restricted Clemmons Records and Fields
Restriction is often field-specific. N.C.G.S. §130A-93 protects original vital material and specified birth identifiers while still allowing index access and unofficial copies. Election files omit birth date, Social Security number, and driver-license number. A protected voter’s residence can be withheld. Signatures may be viewed under election law but not copied or traced except for election administration.
Military discharges recorded with the Register have their own limits. Access can extend to the veteran, surviving spouse, authorized Veterans Affairs agent, court official, State Archives representative, estate executor, or written agent, with identification at an in-person request. Sealed, expunged, juvenile, and adoption case material follows separate court rules. The federal Driver’s Privacy Protection Act limits personal motor-vehicle information.
The North Carolina Address Confidentiality Program provides eligible survivors with a substitute address and mail forwarding. Actual addresses held by state and local agencies are protected under Chapter 15C. It does not erase an address from every private source, and property titled in a participant’s name can create a separate public trail.
Clemmons Records From Hand to Computer
Forsyth’s record chronology explains why an old-name search may cross formats. The county formed in 1849, and some instruments date to that year, though the Register says documents were not officially recorded in Forsyth until 1913. Records were copied by hand from 1849 through 1904 and typed from 1904 through 1929. Microfilming began in 1954.
| Milestone | Forsyth record change |
|---|---|
| 1849 to 1904 | Records copied by hand |
| 1904 to 1929 | Typed record era |
| 1954 | Microfilming began |
| 1962 | Vital records integrated |
| 1965 | Computerized indexes began |
This is a format history, not proof that every old instrument appears in a present web result. A failed digital search can lead to the Register counter, the State Archives county groups, FamilySearch catalog material, or the Forsyth County Public Library North Carolina Collection. Historical evidence should be dated and treated as a record of its own time.
Clemmons Business and Filing Records
The North Carolina Secretary of State supplies current public searches for business entities, assumed names, charities, federal tax liens, lobbying, and UCC filings. Search controls include an organization name or a person’s last, first, and middle names, with options for search type and word matching. Formation filings can connect a person to a formal business role, but a voluntary chamber listing is not a complete legal register.
The official North Carolina Business Registration Search presents the entity and associated-person controls used for Clemmons filing research.
The screen supports direct, role-based research without implying that every Clemmons business appears in a Village license list. No general municipal occupational-license registry was found. Professional credentials remain decentralized among the responsible state boards.
Clemmons Safety Records Across Agencies
Forsyth Sheriff Police-to-Citizen covers county incidents, arrests, wanted information, and inmates. The NC Department of Adult Correction search is separate and reaches prison, probation, and parole information back to 1972, not the county jail. The Sheriff report counter provides the front page of a report to the public; a full or suspect copy may require a court order. Requests should go to the agency that began the report.
The official North Carolina SBI registry offers name and address or radius searching, mapped results, and alerts.
The registry image shows a distinct statewide channel rather than a Village database. Follow the registry’s stated legal warnings. When the goal is notice of a custody change, NC SAVAN offers free, confidential phone, email, text, and TTY notifications across county jails and state custody at 877-627-2826.
Note: County jail, state correctional custody, incident reports, and registry entries are separate record systems with different keepers and limits.
